There are three credible substrate strategies for panthers, and which one you pick depends more on the keeper's discipline than the animal's preference.

Paper towel is the default for juveniles and quarantine setups. Easy to spot-clean, easy to swap, easy to inspect for stool quality. We use it through month four for almost every juvenile we raise.
Bare bottom with a drainage tray is the workhorse for adults in a single-animal setup. Hose-down maintenance, no substrate ingestion risk, low monthly upkeep. Bioactive substrate — drainage layer, ABG mix, leaf litter, isopod and springtail clean-up crew — is the most beautiful and the most demanding. Choose it only if you will commit to monthly inspections.
